My BOINC is configured to pause when I use the computer (Raspberry Pi 4 B 8 GB with Raspbian Buster 32-bit), and that works, but some other BOINC-processes runs instead at almost 100%:

I copied the above from htop.

In BOINCTUI it looks like this:

The computer is super slow to use. The only workaround I found is to reboot. Then it works normally for some time e.g. some days, but then this problem starts again. What is "cmdock -c -r target.prm"?

Yes, it's a known issue. You can try to restart the BOINC service also.
cmdock is executable which performs main computations.
