May be sometimes internal ram cache of tasks exhausted until the project processes pimp up new ones from database. Can you try a search for other ca-bundle files? It seems some BOINC installs have more than 1 file. See this post by Keith Myers: "Others have found that there are additional copies of the ca-bundle.crt file in upper level directories that BOINC is using still that has the expired certificate. I downloaded https://srbase.my-firewall.org/sr5/download/ca-bundle.crt which is 203,007 bytes. I renamed the old c:\program files\boinc\ca-bundle.crt to ca-bundle.crt.old and then copied the downloaded one into c:\program files\boinc I then exited the Boinc manager and restarted it and all is good now.
